Standalone by design: no account, no hosted service, no outbound connection to Citadel. The dashboard listens on localhost:3001 on the server box. Your credentials and your files stay where they already are.

Questions

Where does Citadel Server Manager run?
On the Windows machine that hosts your DayZ servers — the same box, not a remote panel. That is what lets it drive SteamCMD, read RPT logs straight off disk, edit mission files and take restorable backups.
Does it need a Citadel account or an internet connection?
No. It is standalone: it needs no account and makes no calls to any hosted Citadel service — the only outbound request is an hourly update check against GitHub, which you can point elsewhere with CITADEL_UPDATE_FEED. You open the dashboard at http://localhost:3001 on the server box, or across your own network.
What do I need before installing?
Windows 10 or later, Administrator rights (for firewall rules and the Windows Service), and SteamCMD for mod installs and deploys. Node.js ships inside the installer. A DayZ dedicated server is required — or you can deploy one from the UI.
What does the $19.99 buy?
A perpetual licence for Citadel Server Manager, plus updates. It is a one-time payment, not a subscription, and it covers every server you operate on that installation.
How do I get it after paying?
Stripe returns you to a page that shows your licence key and links the installer. That page is bookmarkable and always shows the same key, so you can come back to it. Keep the key as your proof of purchase and your reference for support.
Do in-game admin actions need anything else?
Heal, teleport, spawn, vehicle actions and world actions run through the @CitadelAdmin server-side mod, which relays commands over file IPC. The dashboard, mods, config, RCON, bans and backups all work without it.
